Not a big deal, but I think it would make sense to change the operation of the Vladivostok "convoy" (i.e., the 80/50 MPP per turn that the Russians may get through Vlad) such that the MPPs only arrive if the Russians control all the land hexes of the Siberian RR from Vlad to Irkutsk, similar to the change that was made for the Murmansk convoy. Of course, if the MPPs don't go through then they shouldn't be deducted from US MPPs.

I thought about that, but if Vladivostok is being besieged then I could imagine the Soviets using the equipment that arrives there to help them resist the Japanese.

Obviously we don't have a way to force the USSR to only use those MPPs in the Vladivostok area, but I can imagine that the situation would generally pressure them to do so?
