Hi,

It seems that Finland still captures Soviet hexes before been at war. From what I see, units right at the border can not enter Soviet hexes, but other units up North can convert hexes adjacent to them. So it seems that it is the "ZOC" (whether they actually have real one or not) that is capturing the hexes.

Yes...ZOC will take them. All Finland has to do is move and they can capture the hexes. The USSR needs to place units there to keep them theirs.

I think the "border" should be moved to prevent this. Not sure why it is not.

Because then those hexes would be Soviet partisan hexes.

This is something on my list of things to look at. It was low priority with WPP coming out.
