Single Corps HQ Will Not Accept AI Support Level Movement

Start any game as Germans in 1941 campaign. I set my inf corps to support level 3, my PGs to 5 and all Army, Army Group and OKH to zero. For some reason, L corps HQ will not pull down any SUs even though all others do and it's set to 3. I've included a sample game at T1...go ahead and run it to T2 and note that no SUs go to L Corps. FWIW I have attached L Corps to 18th Army, but you can start a fresh game and leave it attached to AGN and it still won't accept SUs.

I just replied in the other thread on the main forum. My tests show you need to set the higher level HQs to at least 1 to allow pass through of support units.
