That's correct, if the scenario designer adds Search and Rescue into the scenario it is available. Some of my scenarios have it and a few others I've seen.
When I play, I usually try to incorporate SAR by putting a datum where an unit has been lost, then trying to send an appropriate sized unit (helo in the case of a pilot, or 1+ ships, in the case of a sunk ship) to the datum. I have the helo hover for 5 minutes, or the ship remain in the area at 5 knots for 30 minutes, and evaluate the SAR as successful. Although not required by most scenarios, it is a way to factor in SAR and the importance of it in modern operations.
