Beaches around Davao???

I'm not sure why there is no way to land (w/landing craft) around the section of the Philippines which contains Davao. Is this a special rule or ??

Once you have assaulting units in the Davao region, click on 'z' to see all invadable beach hexes, as in this screenshot:
