Indian 20th Division can't move?

Start of turn one, I am unable to move the 20th Indian Division, located in Chittagong, either by march or by rail.
What gives?

I don't know. In 5 loaded new games I am able to move it every turn by rail and by marching.

I need more details. Land movement has been working fine.

Allied Dec. 7th, 1941 turn. Won't budge. Was set to garrison, then set to active, if that makes a difference.

Did you wait a turn? When you convert from Modes (Garrison / Active) you have to wait till next turn to move it.

Be careful...I always press Garrison by accident and then my unit gets stuck.

Drives me crazy, all my fault but still.
