HQ supply not working as intended?

See screenshot. selected 1-4 HQ, 1-2 unit SE-S-S of it was dinged as no supply this turn and at level 2 (turn 2 of game, didn't move either).

This rule was changed to land movement range for the supply expansion. I just forgot to update the manual.

the command radius is still 5 hexes though.
