In fact, i don't have any combat unit isolated.

I could only look at your turn 23 save, and I did see a similar discrepancy. I ran it to the next turn and saw a discrepancy, but it looks like the turn summary might not be counting isolated airbases. There's a bigger issue though, in that the units in Sevastopol were showing as isolated, when in fact they aren't. We've just fixed a bug in the isolation routine that was causing some units near Leningrad and in Sevastopol to be isolated at times when they shouldn't have been. Using that exe, the number of isolated units not counting the airbases matched the isolated in the CR. Bottom line, I'm betting that the turn summary doesn't count isolated units, and with the supply bug fixed we may see a better correlation between the summary and the CR. Any further exploration of this will probably have to wait until a version with the supply fix is released. Thanks for reporting this.

I will add this to our bug list and once the supply fix is out will revisit it.
