Partisans interdcition

The Garrison is over 100% but still have lot of partisans activity and therefore interdiction. How do you reduce it?

you can't remove the basic event, so you will get some pretty much regardless.

the more you have in the garrison box, the less serious it is.

so what you really don't want to see is actual numbers appearing, the wee red star removes admin movement but no more than that - so annoying but assuming you are not moving a lot not too serious. In effect this doesn't hit rail freight moves but does make truck freight delivery more expensive in MP
