Repost of Stored oil vanishes

I am reposting this question as there has been no reply. Is this a bug or is it by design?

I am playing the axis in a PBEM game and the Italians lost 47 stored oil from the end of the Jun 20/41 to the start of the next turn July 4/41. Production was at 120 with the Germans sending 30 PP and 30 oil for Jun 20 turn but had dropped that to zero PP and 7 oil for the next turn. July 4th production is now 82. The oil being sent for July 4th exactly covered the upkeep oil cost. Oil stockpile was 344 (98% capacity) at the end of Jun 20 turn and was only 297 (97% capacity) at the start of July 4 with no oil expended defensively during the enemy turn. Is it intended that stored oil vanish immediately to match the new lower maximum capacity? Does this also happen as a side effect of strategic bombing? Does this also happen when PP are lost due to capture by enemy action during the enemy's turn? Does this effect happen when oil storage is not as close to maximum capacity?

I'm no expert, but I know that excess oil is lost, so if capacity reduces (presumably because you changed game version) you lose the excess. Oil is then spent in your turn as upkeep for ships, a/c and armour.

Strat. bombing cuts production, not storage

PP production loss from capture or bombing reduces PP income (oil is the same) but there is no max PP storage as far as I know. Anyway, PPs are better spent rather than hoarded.

Oil is gained.
It is floored to max capacity
Then strategic bombardment can impact it.
Could it be Germany is low on oil?

The trade system has been working correctly for a long time now.
