I'm confused

Let just take one example, a Recon.

On the air execution phase summary screen the weather is described as good.

The air weather condition for the turn is rain with a L(mP) over the area or Normandy and the pop up and map sumbols indicate rain. Recon of the area is poor to none existent.

Why good on the air execution summary?
