Anti Partisan Box - specialist unit capabilities

Should certain axis units perform better Anti P like Cavalry - that is generally what they were used for as mobility in bad terrain ( we assume Partisans migrate to and from bad terrain). Where as motorised units should be worse?

I wonder if certain units should be worth more

Like cavalry, SS cavalry, Security, SS Infantry x 2

Motorised units would probably be worse say - x.75?

Just an idea and seems to follow historical doctrine.
