The Rail Line to Alta, Norway is Broke...

The rail line into the town of Alta, at the very top of Norway is broken and cannot be Operationally Moved into.
By autumn we stood with our backs to the town of Orel
Closer and closer to Moscow they come...

I see what you mean, and I think the issue is because the railway is crossing two land/sea hexes, at 188,14 and 190,13.

I'll have to think about what to do here, the easiest solution would probably involve re-routing the road and railway.
