Initial situation, this fleet has two operation points.

Another operation point is spent and a naval bombardment is occurring. So now, this fleet has no operation points left.

But, naval bombardment is still possible. For me, this fleet has no more operation points and must not be involved.
Same in WPP.

I don't have a restriction on this because then it would limit invasions. You would have to wait a turn to invade with off shore.

Understood, but naval interdiction is not powerful enough alas imo...
