Making sense of Oil Usage.

I went through the manual. This is what I found.


Oil Usage

= Any unit not on a map level 9 supply consumes 1/3 oil.
= Units with 50% strength or less have a 50% chance of not using oil when moving or attacking.
= Rail movement uses 0 oil.
= An oil-dependent unit uses oil only once for movement no matter how many times it stops to attack.


Land
= Oil dependent units use oil for each attack.
= Mechanized and Armor use 2 oil
= UK Large infantry corp +1 oil
= USA Mechanized or armor corp large +1 oil
= USA Large Infantry corp +1 oil


Air
= Use 1 oil for any amount of movement.
= Air transports use 1 oil.
= Use oil for each attack or interdiction. (So a unit that uses 3 oil can attack twice on your turn using a total of 3 oil and then interdict twice on your opponents turn, again using a total of another 3 oil).
= Air Superiority and Ground Attack units use 2 oil.
$ Defending air superiority has 50% chance of using 0 oil
= Tactical and Strategic air units use 3 oil.

Naval
= Most Naval units use 1 oil at sea whether they move or attack. They do not consume more for attacking.
= Patrol groups use 0 oil.
= Battle groups use 2 oil.
$ BBs with warship tech use -1

What’s $ designation?
Also I believe air superiority use 1 from what I remember in game.

$ that is supposed to be another bullet point and further indented. Not sure why it didn't take.

The manual says two, but looking in the game you are correct it says 1.

Naval units in port use 1/3 oil point. Not sure if that's implied in your list.

seems to contradict
'= Any unit not on a map level 9 supply consumes 1/3 oil.'

Do Naval units on a supply level 9 port use oil ?
Does it make any difference if it is a size 9 port ?

Maybe the wording 'units' means land units only and not naval units, or maybe it means land + air units...

I think naval units only pay the 'at sea' cost if they start the turn out of port, not for having moved. If a naval unit moves from port to port it still just pays the 1/3 point at the start of the it's next turn.

I took the 1941 Scenario and removed all American units on the map accept for 11 naval units. I placed all the naval units in San Fran(port size 9). Here are the results. Remember this is with the stock 41 Scenario. I'm sure the other scenarios will show similar results.

A naval unit uses 1/3 an oil point in a port 9 size port.

Now if that is not suppose to happen, then its a bug.

This is the rule, units off rail use 1/3 oil point. Here I've taken the 41 Scenario removed all the UK units and these are the only 3 on the map.
As you can see, when the 3 units are moved off rail (supply 9 hex) they each consume 1/3 an oil point as upkeep increases from 0 to 1.

Now this is the one that messes me up. I removed all the units from China except the ones you see. I perform the same experiment with China as I did with the UK. I picked China because it had mentioned in other posts. The results are different.

Is this a bug or has China a special rule I'm missing?

Good job, that clarifies it.
It would have been better if the manual had written: 'land and air units off rail use 1/3 oil point' to clarify that this exception doesn't apply to naval.

Under Oil Maintenance

Foot Army—Some nations do not use as much motor transportation and are considered a foot army.

China and Communist China are the exceptions to this rule. They are considered foot armies and require no oil maintenance.

I've just added some things.

Forgot to mention: All movement and attack oil used is subtracted from stockpile oil. All others is summed at the beginning of the turn as upkeep. Exception: Naval Units its always upkeep.

Oh yeah, for got one.

When a fleet consist of different nationalities the game picks a "lead ship." All oil consumed by that fleet is deducted from the "lead ship's" oil supply.

I don't own the game but would an oil usage summary screen be a welcome addition? This subject is brought up often and having a breakdown by country that is spelled out as everyone spells it out in the answers, I feel would help out the players.

I think once you’ve worked out the rules once it’s fine. Red or black basically. There are plenty of other QoL updates I personally would prefer first.
