Air Transports are not expendables. They need to be shot down.

It is not infinite...you get 2 per turn because you have 2 Air Transports.

They are not supplies.

They transport supplies and/or paratroopers and can every turn unless shot down.

They don't work using the Supply Truck mechanism. You can build as many as you want or can afford.
They are expended (although this may be a die roll) when they are used for a para drop.
Otherwise they can be shot down if they fail their resupply mission. Which is a good reason to keep the "Flying Tigers" in China active.
