editor for reading hexart.dat ?

Is there a free editor program to read hexart.dat as a textfile ?
So that instead of repeating an action 1000 times in the ingame-editor, I can do it faster.

Using the Editor, you may export a hexart.csv file and use a spreadsheet software like excel to edit. Later you may import the modified csv file back using the in game editor. Find and replace certain attributes in thousands of hexes become much easier this way.

Exactly as jlbhung points .

For the free software part , I use this free spreadsheet https://www.libreoffice.org/ and the resulting file imports to the game smoothly

EDIT: just now I realized you are not looking to modify the csv but the full DAT , probably to edit the extra data (hit that problem too just now). I will mail you if I find a tool

exporting to csv and editing it works.
But when I import the file with the editor nothing changes despite a succesfull import ... ?

You may try this -
(a) In the Editor Main Menu, load Generic Data;
(b) In the CSV Tab, import the _hexArt.csv;
(c) Goto the Main Tab, tick and save the Hex Art Dat file w_hexart.dat;
(d) Select 'Close' from the bottom;
(e) Load Generic Data again; and
(f) goto the Map, you should see the changes.

I got it to work, It turned out I made a mistake in the csv
