When the event that a major turns against us but we can send envoys to reduce reverse this - it seems that if you apply a shadow diplomat to your director of foreign affairs the bonus is not applied to the calculation (at least in the screen)

AFAIK, 'Shadow Diplomat' only applies its bonus to the next *Diplomacy* skill roll, and to no other skills. The card's description left me wondering about this too.

So, if the event doesn't call for a roll against that specific skill, and which skill is involved is not always made clear, then the 'Shadow Diplomat' will correctly not apply.
