[v1.09.00]Truck Station truck points not being deployed.

The left side of the image below shows the turn's initial logistic points. The truck station in the middle of the image is generating 760 truck logistic points. However, only 99 points are deployed to road hexes in each direction and those 99 are from another truck station to the south.

It is not a case of the truck station just coming on line - it has been failing to deploy it's truck logistic points for several turns.

I suspect it is related to the station being delegated to another zone as I have the exact same situation with another truck station elsewhere. I will try removing the delegation in my next turn.

I've verified this issue is related to delegation of the truck station to another zone.
I revoked the delegation a couple turns ago and as the local zone staffs up the truck station, it appears to be coming back on line nicely.
