a) Will there be a difference in use for 13-USA and 38-America?
b) Where is 21-WA Italy and what is WA?
c) 30-Axis Generic is not a Nation. What are their difference in use for 1-Germany and 30-Axis Generic?

I am not sure but I think I have the answer to the second two questions:

b) WA is Western Allies so this is for after the Italian surrender.

c) Axis Generic is the new term for HIWI troops. They are able to be used only for filling support squads but free up the German manpower for use elsewhere in the system.
