At the beginning of Pacific 1941, I can see this deployment for Japan:

And, as per game rule:
One supply oiler = 1 shipyard
One CV = 15 shipyards
One CVL = 12 shipyards
One Patrol Group = 2 shipyards
One BB = 16 shipyards

As such, Japan is consuming right now:

(12x1) + (4x15) + (6x12) + (1x2) + (1x16) = 12 + 60 + 72 + 2 + 16 = 162 shipyards.

The total capacity of Japan is 200 shipyards. However, the game states that there are 29 shipyards available. 200 - 162 = 38 shipyards available.

Where are the missing shipyards?

I have checked the shipyard count for UK and USA and they are both correct.

It is predesignated arrivals as per history.

I don't get it. Okay this is pre-arrivals as per history. The problem is that the count of Japanese shipyards is not correct.
I must have 38 shipyards available.
