Enhanced Theater Box Control

When enhanced theater box control is turned on, are the default theater box transfers enough to fully support the theater boxes (Assuming no units are pulled from the theaters). Chapter 13 of the manual seems to suggest that the main thing enhanced theater box control changed was you could remove units from the theater boxes, and that the if you did remove a unit/change a withdrawal schedule you would probably need to replace it later.

I just started my first grand campaign with enhance control on, and after turn 1 all my theaters are below fully stacked! I suspect it is due to all the damaged fighters in the air groups assigned there, but I am not sure whether it is better to assign more planes to, say, Norway, or to wait is out until the damaged fighters are operational again.

there is a short term problem (say T1-4) where you (both sides) have under-strength units so there is a chance to lose a VP here or there. That'll settle down and I wouldn't respond.

more generally, yes the scripted transfers should be enough to keep a theatre in rough balance. The variable is if you take heavier losses on map then there are less resources to keep the theatres up to strength. The issue though is if you move a unit it loses all its later transfers and some units have quite a lot. So you'll need to compensate for that.
