'Forbiding' TOE Change feature

Something that allows a unit to retain their present TOE without moving on to the next one.

Whilst often TOE changes can be upgrades, late war German TOE changes are downgrades or simply 'thinning down'.
I do not see it wrong if some infantry division for instance retains 3 regiment, at discretion of the player, to have some more firepower (assuming there are resources for!).
