We can now merge Zones in the latest beta.

However, the population must actually be convinced by the governor to move out, which is a leadership roll that can be difficult to pass, especially if you are not counting on assigning a good governor to the temporary zone.

I suggest we should be able to forcefully evict them through either strategems or like other 'protest-like' events with troops present in the City hex. [:D]

But there's already an "evict" strategem if you want to do it by force ?

(Then you'll have to attract them back again, but who said it should be easy ?)

That does indirectly work, but the issue then is the Zone persists. Sometimes, you want to get rid of it!

My suggestion was to just allow us to downgrade a city to a "free town", turning the population into free folk. At which point normal free-folk migration applies.

It could still be done to any population that refuses to migrate - they become free folk in a newly free folk town.
