"Disband Level" overlaps during construction

As it stands, when you're building a new structure the greyed-out button to reduce an asset's level overlaps with the build % rate buttons (see photo). Once the asset is complete, the "Disband Level" button is below these buttons and it's not an issue, but prior to that "50% Cons" is obscured. It would make sense to not display the "Disband Level" button on assets under construction, and only display it with Mothball, etc. as you can't reduce the level until the construction is complete. Alternately, renaming "Disband Level [1 PP]" to "Downgrade 1PP" might be enough to make it fit w/o overlapping.

Vic, please just call it "Downgrade". Much more understandable and shorter then "Disband level".
