Zone assets order

Would be nice if zone assets currently in construction were showed first, and after them just the normal order.

It's a trivial thing when you have just one zone, but when managing five or more, that's some clicks per turn to check progress of assets being constructed.

Seconded. The most important thing to see is what is under construction in the zone. They should be listed first.
