Someone wants no fly over neutral country... this is what happens. I will check it out though to be sure.

I think Silly was just willing to have no strategic bombing over Lille by flying over Belgium.

Well over a neutral Bulgaria or Greece to bomb Ploesti either. I personally like the Rule, but there are some obvious bugs to be worked out.
