What is the Upkeep on the production window mean. Also for reinf/upgrade, does the number I have it set at is the amount of Replacements the country uses?

Upkeep is the amount of Production Points (PP) that were spent on reinforcements and upgrades at the start of the current turn.

It is the max PP that will be spent by that country on reinforcements and upgrades at the start of the next turn.

Note:
I strongly advise you direct repairs and upgrades to specific units either by setting them as a priority, normal or off. See page 30 & 31 of the manual.

Also note that units only repair up to 20% of their max steps per turn. eg an Infantry division only repairs 2 steps per turn at best.
