USSR lose tank chit, start at tech level 1

Germany start with tank chit, start at tech level 0
Germany lose anti-tank chit, start at tech level 2

Reasoning USSR needs a feather in its cap, a tank tech edge like in the real war. Germany tanks were crap for long but they had better doctrine (represented with starts with armored warfare) so it didn't really show. Have germany rely on air and anti-tank in dealing with the russian heavy tank monstrosity.

USSR loses anti-tank chit mostly for balance just so that they don't sell the chit to buy a tank chit too quickly. Now they have to think, do I press my advantage in tank or go infantry first and delay tank a little later since I have that buffer.
