Xuzhou scenario

The Xuzhou scenario that is up on the online platform ends on Turn 14, rather than Turn 20, which is what the game description states. Any ideas what this is about? I've played the game twice and it seems to me almost impossible for the PLA to win in just 14 turns.

xuzhou 1948 or huaihai campaign？
