Problem found compared to the manual:
Night Move — A fleet that starts in a port, has 2 operation points and has moved 6 hexes or fewer will be considered doing a night move. Only fleets with surface groups can perform a night move. Night moves are not subject to air attacks from air units or carriers. Night moves drop the chance of being found and finding other fleets by 50%.
My Japanese fleet (in fleet mode) was able to perform a Carrier Pursuit against this Dutch fleet (in Raider mode).
I am playing hotseat.

According to the rule, it must not be possible.

I have tried to reproduce but with no luck so far. I can see the enemy fleet since the land hex is owned by Japan.

I found the error in the code. It was reverse checking night mission.

Great, I was afraid I wouldn't be able to reproduce. Weird it was random.

But if that resolves, that's fine.
