Playable from both sides?

The sequel of the legendary wargame with a complete graphics and interface overhaul, major new gameplay and design features such as full naval combat modelling, improved supply handling, numerous increases to scenario parameters to better support large scenarios, and integrated PBEM++.

If a scenario doesn't states that "human should play as X side"
this means its designed to be played with any side against AI ?
And there are designed AI paths for both?

I wouldn't count on it. You could open the scenario in the editor and pick a few units at random and see if they have sensible objective chains defined
"What did you read at university?"
"War Studies"
"War? Huh. What is it good for?"
"Absolutely nothing."

To expand on what was already said, check for all five objective tracks. Check tracks for both forces. Also, some designers enter tracks only intended for play testing. These tracks may, or may not, be intended to support an AI opponent. You may need to play a game for a few turns to determine whether the AI has been programed.

If you really want to get into the weeds, check the Events for events which select/change objective tracks.
