Partisan Symbols

When you press P to see where there is a chance for partisan activity, some of the units have a red circle/slash and some do not. What is the difference?

My understanding is the ones with slash are just resource damage partisans vs the ones without actually spawn a partisan unit.

Correct. I think most people focus on garrisoning the actual partisan generating ones and then ensure they guard a clear rail line forward for supply.
