[WAD] not all emited radars detected by RWR and HTS

Hello,
at attached scenario we have:
F-16CM40 with RWR only
F/A-18A with RWR and HARMs (passive seeker)
F-16CM40 with HTS and HARMs
E-3 with ELINT

on another side we have (all are emitting):
P-18 (spoon rest D)
AN/FPS-113
SA-2d
AN/FPS-93A
SA-6b

Let's run scenario 4 times and move each plane to radars side.
F-16CM40 doesn't detect P-18 and SA-2d at all
F/A/18A and F-16CM40 WW - detect P-18 and SA-2d only by HARM's passive seeker. RWRs and even HTS - not
E-3 detects all stations as it should

From other side, SA-2d and P-18 are definitely emitting, if you play for reds, and left only one of these radars - they will see blue's planes

The basic specs of the radar units:
P-18 (Spoon Rest D) transmits in A band at up to 200nm.
SA-2d/e s-75dvina (spoon rest c) search broadcasts in the A band up to 150nm.
SA-2d/e s-75dvina (fan song e) illumination transmits in the G band up to 80nm. (not active when not engaged)
SA-6 (two search+fcr in addition to it's optical tracker)
- Firedome 9S35 search tx on band I and illumination tx on band I
- StraightFlush 1S91 search tx on band G and illumination on band H
AN/FPS-113 transmits in the D band at up to 230nm.
AN/FPS-93A transmits in the D band at up to 230nm.


First f-16CM no Harm:
ALR-56M role: RWR receive bands 1ghz -20ghz (bands D-J) max range 120nm
ALR-56M can not see P-18's this searc radar's EM emissions.
ALR-56M can not see the sa-2 search (spoon rest) emissions.
ALR-56M can see the sa-2 illumination fang song radar (when it's active - but it's not till it engages, just turn on the illumination radar manually, or force-fire on the f-16 since it doesn't get id'd as hostile and you'll see it pick it up);


Second f-16CM with HARM:
ALR-56M see above.
AN/ASQ-213 HTS R4/5/6 [PIP] Role: Elint (horizon bound), receive bands: C-J max range 500nm.
AN/ASQ-213 HTS R4/5/6 [PIP] Will never pick up the A band transmitters of the Spoon Rest D search radar.
AN/ASQ-213 HTS R4/5/6 [PIP] Will never pick up the A band transmitters of the Spoon Rest C search radar.
AN/ASQ-213 HTS R4/5/6 [PIP] Will pick up the G band transmitters of the sa2's Fang Song illumination FCR radar if active.
Passive Radar Seeker (#4061) role: weaponseeker-antiradition 70nm range rx bands:A-J will pick up all radars involved in scene eventually (once close enough and assuming not blocked by horizon\terrain).


f-18 with HARM
AN/ALR-67(V)1 role: RWR rx bands D-G max range:120 --see first f-16 ALR-56M results (basically same specs).
Passive Radar Seeker (#4061) -- see second f-16 above.

E-3 Sentry
AN/AYR-2 role: Elint (horizon bound), rx band: A-J max range:500 -- will pick up anything in the scene if the range is right.

Everything appears to be working as designed and intended to me.
