Lend-Lease and Expiditionary Forces

The part where you can not send a army through allies terrain is a big hinderance in the game. And while it would be a massive (propably infeasible) rework to change this, maybe we can go around it instead? Using the magic of Lend-Lease and Expiditionary Forces. There are precendences for both in WW2.

Lend-Lease is just sending your equipment to the allied SHQ, to be manned by heir already stored Recruits.

Expeditionary Forces instead would take a whole formation - OHQ, Combat Units, attached units, OHQ Commander - and transfer control to an ally (for the duration of a war).

The Gear/Units would be mostly (no changing of commander or formation) to fully under the control of the receiving player.

Logitic Support Buildup what limits the war progress might not be the troops availible, but the state of the logistics network. Maybe we as a helpfull ally could assist with that? Lend-Lease to the USSR involved a lot of Locomotives, for example - a direct case of aiding a allies logistics network.

We would get a event. We would select 2 allied cities that are already connected with a road. We could offer to upgrade that dirt road connection to paved road - spending the IP and Metal that the ally currently lacks.
Again, the resulting road would be fully under control of the ally. Thus avoiding any issues with this being work on the other side of a border.
