What is target signature effect

I fired the SM-6 Block I against two missiles: LRASM and AS-4.

In the message log I found that the target signature modifier is as follows:
LRASM: -20%
AS-4: -10%

Yet, based on signature values from the DB, the LRASM has a radar signature over 10,000 times smaller: -42.6 dB vs -1dB.

Could someone please explain how this effect is determined and what it's intended to model?
