Empty Soviet Air Units

There are a lot of Soviet Air units, all with delay 250 which means they never show up in the game, I guess. Like for example 452 DBAP. What's the point of having them in there?

Historically 452 DBAP was a rename of 83 DBAP, and then was disbanded in March 1942. I don't see any renaming.

So I guess my question what's the meaning of 250 delay then?

250 delay just means they won't enter the game. In other words, they are not needed for the scenario. Plenty of Axis, Soviet and Western Allied units have the same delay. It's all in the scenario data, since why spend time removing them?

Thanks, so I guess I can edit them freely, so they are available like they were historically. I just didn't want to start messing with them and break something.
