Early Russian mobilization

I have played several games where Russia mobilizes in April 41 (before I launch my assault when playing the Germans). What can I do to minimize the chance outside of limiting my units to below 18 within 10 hexes of Warsaw?

Do not claim Lithuania or DOW neutral countries near Russia. Basically any eastern expansion from Germany. Might want to check diplomacy often and try to figure out when USSR increases mobilization. A HUGE one from Japan is to make sure you keep all 6 Northeast Asia cities garrisoned every turn.
