CV able to pursue raider mode subs

This is a big issue...
And easy to validate.

Start 1939 scenario.
Change German subs to raider, move out to sea.
End turn
Allies send a fleet next to subs in fleet mode.
They get a pursuit battle.

What I find interesting is the fleet in Scapa Flow does not get a pursuit battle...the fleet in Plymouth does.

Very weird.

I tried with less ships...only CV...only DD...

I can definitely reproduce this every first turn of the game...

BUT...not after that.

Though in my game with Harry he just got a pursuit against my subs and it is July of 40 so really strange.

It is weird...sometimes a pursuit happens...sometimes it does not.

There is no rhyme or reason at the moment.

I moved next to a surface fleet...that was near subs and I attempted to pursuit the subs.
Very very strange.
