Balta Roads

Balta (Hex 213,193) in Ukraine looks very odd on the map, because it has Average Roads, while all of the hexes around it, and for some distance from it, all have Poor Roads. It is displayed with a hex image showing three roads which go nowhere. Looks like it's an error and should be Poor Roads like others in that area.
