FALSE ISSUE - 1.00.041 - Free corps in Singapore

Normally, I was receiving a free corps in Singapore after taking it. Free Indian army? I don't remember.
In my current PBEM, started on V1.00.041, I did not receive anything. Is it intent or a bug?
