I disabled ENHANCED TB CONTROL.

All the other TB boxes can be open, but when I RCLK:

"Transfer prohibited by game options"

However, for Axis Reserves, I can transfer units to any theater. I thought I could not interact with any other theater directly. All was to be done through the schedule of transfers?

You can always transfer units in the reserve or map to all TBs. You're allowed to give up your East Front assets, just not take them from the other TBs when using the limited control.
