The manual mentions HIWIs being used as labor or support elements.

For the Axis, there are conditions where some support elements could be converted to Rifle Squads, but it does not mention rather this includes HIWIs or not.

Historically, they were used in a combat role as well as assignments to labor / support elements.

However, in game terms, I don't think that is really needed as having a Hiwi support element, frees the otherwise required German manpower for use as a combat element.
