Why Was Vichy Not Formed?

A message came up saying that France was willing to negotiate surrender. I had taken Paris,Vichy, and Lyon. The numbers in the war panel were 16 and 41 in brackets. I clicked on the far right icon, negotiate surrender and then all French units everywhere disappeared. All hexes that were previously French including Syria etc. became German controlled. Why was Vichy not formed?

You need to wait the next turn for Vichy to be formed.

Click end of turn and it will execute.

Are you implying that the wargaming community can have contradictory demands? Shocking!

What happens if you have Axis units into any of the to be Vichy territories (Vichy France, Vichy NA, Vichy Syria) at the end of the turn?

They get pushed out but if TO far in they go into the deployment queue and come back many months later.

Ah ok. So probably just get pushed out in Vichy France but go to deployment queue in NA or Syria.
