Just to be thorough: the targets do have non-0 Egoism scores, correct?

Thats right it doesn't give an effect on everybody, especially if they already have high relation, but it should on the big brunt of leaders. Did you try on several leaders?

If so and it doesn't work on anybody send file to vic@vrdesigns.net and i'll take a look!
