Corps/Army/Army Group penalties when too many units attached

Couple of questions here:

1. I was not able to find in the manual what happens with CPP when for example Army (lets say an assault army) has 40 points used out of 36. Does it mean that all units in this army will get less CPP?
Same question is for a corps/army group.

2. Manual says:
If the command exceeds its command capacity
(21.11.3), in other words if it is directly controlling too many
combat units, then the base chance to pass a given check
will increase by 1 for every command point in excess of
command capacity.

Does it mean that if for example Army is overloaded with a units, and this units are NOT attached directly to an army, but to a corps and corps leader is not failing any checks - there will be no penalty?

1 - if a command exceeds its Command capacity then all the attached units lose the bonus for CPP gain.

so its pretty brutal. So a German army on assault that is within its CC is ok but the units that report to a corps that exceeds no longer gain CPP at the enhanced rate. If the whole army exceeds CC then no unit can gain CPP bonus even if their specific corps are not overloaded.

I think this was in the release rules but it may have been added/clarified in one of the patches

2 - in this case the corps commander will use the standard /10 divisor but the army commander will use /20+excess for their tests, so you quickly become very reliant on your corps leadership rolls and lose the safety net at army level. Army grps will function normally (assuming they are not overloaded)

have a look at the tables in 15.5.3 and the worked examples in that section, it'll clarify how the leader testing system works and the impact if it breaks (distance or overloads) at any level.

Do i understand correctly that if Army group is also over a limit, even by 1 point, then all armies also lose bonus to CPP gain even if they are within a limit?

P.S

Long story short - always stay within a limits at all levels, even 1 point can ruin CPP gain?

No thats wrong, as Army Groups are outside the Assault HQ system. So you can have say AGS badly overloaded, and 1 PzrGrp will be fine if it is below its own limits, but if one of the corps is overloaded that corps is then denied the CPP bonus

general advice - don't look for complications, if the AG level is outside the Assault HQ system then it never comes into it

Hmm.
If an assault army is overloaded - all units attached directly to it or corps that is attached to it will not gain any bonus CPP points.
What about non assault armies and its coprs? Is there any penalties to CPP regeneration when they are overloaded?

no, just the malus on leadership rolls, since there was no advantage re CPP for them to lose
