There are militia units for Russia in the game large divisions actually.

I would like to see a triggered event where when the first Russian unit crosses into East Prussia or Germany every town/ City gains ( attached) a low grade VS unit with few gun but a lot of AT weapons.

these formations come from 3 sources. Most come off the rules in 27.2.2 ie late war destroyed German infantry come back as Volkstrum (with that particular TOE), or are triggered by set replacements of existing units, finally a few come out of scheduled reinforcements

You are referring to Volksrenadiers they share nothing with Volkssturm. Volkssturm do not appear to be represented.

Oh that is not so good- I hope this kind of detail will be addressed in ongoing improvements. Other Militias are represented in the game on the Soviet side, as well as units attached to Towns and cities.
