Spread out means the Major factions are appart. It does not mean all cities are far appart.

I can only see one major faction in each of those images, so it seems to be working.

Not well. Majors often spawn pretty close. Perhaps it works well if there are only two of them.

It feels like there's some things going into it that aren't obvious - like a given planet only having a limited number of areas that are "acceptable" for majors to spawn. I've had spread-out games w/11 majors where they're nowhere near me, and others with 1 or 6 where I'm right next to them, and all variants in between. However, I have not forex seen any good spread when playing Morgana-class planets, where regimes tend to be clustered around the oasis regions. That (as well as bad spread on very mountainous or very wet planets) suggests the issue is limited major starting positions, and not all worlds will be equal in that regard.
