When to prioritize rocket units over basic artillery?
Germans have rocker SU with a shorter fire range in comparison with a simple artillery, but fully motorized.
Their usage is in motorized HQ, to prevent additional truck usage?
Is it not better to pay some trucks and use long range artillery over rocket units?

specific to this - No. HQ type (ie Pzr/not) has no bearing on the motorisation of the sub-units, that is only enforced if a non-mot SU is directly attached to a motorised combat unit.
Beyond that, a quick check shows that rocket units have a better rate of fire but less accurate than artillery. So at a simple level of analysis, if they hit they do a lot of damage but maybe more likely to miss than artillery (with all the caveats of element experience etc)
For the axis, you really have to use what you have, so I'd think long and hard about discarding anything. For the Soviets the rocket units are a means to sidestep their endemic shortage of heavier guns

Lets say i want to make the strongest attack i can. So i have Model and 5 divisions fully rested. Do i assign all artillery or rocker or 50/50 or any other ratio and hope for an AI to pick a correct SU?

in the end, you lack the ability to closely influence the allocation into a battle so you can end up spending a lot of time for minimal gains.
I'd do something different if it really matters. So set pieces like attacking Sevastopol or Leningrad I'd really concentrate my heavy artillery (& wouldn't use rockets). If you see Model's corps as a key offensive tool (a good idea) then I'd tend to let it have a mix of artillery and rockets. Which is best may vary with the particular battle but neither is being used badly in that sort of role.

Which is used in the deliberate attack is also a bit random. If you assign four artillery and four rocket in a corps do not expect all to participate in an offense or even which ones. The AI may choose a flak or machinegun over your super heavy mortar. Loki100 has the right idea. Think combined arms when organizing critical corps assigned SU's.

Yes, they are used.
In fact, I assign a couple of heavy flak battalions to my premier armor formations to get those 88s in.
But they are used both at corps-level and when directly assigned to a formation.
As far as damage? They ranked at the top for AP damage in several of my battles. I was watching them closely to see if they were worth using in that manner. I was quite satisfied they were.
There are a couple of flak formation types I closely manage because they are really good for this:
- Heavy Flak Battalions (most have to go to WE, but I do hold a couple back)
- Mixed Flak Battalions
* Tip - the ones without the "LW" you can directly assign to a unit.
Even those 20mm AA Guns are surprisingly pretty good in combat.

EDIT: I threw this together real quick. This was a hasty attack against a Soviet Tank Division. I have seen them do much better than this. But still not all that bad considering only attached this turn and had no CCP built up. This was attaching a Mixed Flak battalion.

Hmmm... maybe I will re-assign all those juicy flak regiments with their whooping 40 88mms from the cities.
On turn 1 & 2, I always assign 3 flaks to each of my panzer divisions, but I almost never attack with my panzers, so I never noticed them doing damage. Good to know that they can!

I am trying now to re-assign the flaks that start in German cities, but I don't know how. I can re-assign them from OKL to a Corps or Army HQ, but they stay in the city.
Is there a way to do that? For example, to remove the 22nd flak from Berlin and assign it to -say- LI Corps?

Yes, you can. Even Heavy Flak.

Not all of the Flak Regiments are assigned to cities, loki.
For example - the 63rd Flak Regiment, that Germany receives around turn 3.

I do not see the option to directly assign mixed Luftwaffe AA units to divisions in the 'Assign support units' interface. The HQ is sitting on the same hex as the division, and they were assigned to the HQ at the end of the previous turn.

You can’t assign LW AAA to combat units.

Ah, I have found the army AA units with 88s. That would explain it; I thought only the Luftwaffe SUs had them.
Just to make sure, Luftwaffe AA support units will participate in combat when attached to a corps, yes?

Make sure it does not have "LW" in its name.
For example, the ones I listed above can be directly assigned.
(Mixed Flak Battalions, Heavy Flak Battalions)
Here is an example of the "385th Mixed Flak Battalion" directly attached to the 20th Panzer Division.

How exactly do you do that?
When I have -for example- the 22nd Flak regiment open, I can change the HQ to OKH (doesn't even cost APS). So far, so good.
But how do I then get it to a corps HQ?
It won't show up on the list of support units that I can pull (when selecting on the Corps HQ).
It does show up on the list of SUs of OKH, but there is no way to remove the (c) in front of the name that I can see.
