They are rerouted. But beware, in winter, Archangel is blocked by ice. As such, no PP received in winter.

Not anymore with V1.00.15 patch. Solved with this line:

Removed rail event for Tabriz causing issues with other convoys

It was a bug. You could simply close the Northern convoy route and still sent LL to the USSR, the AI would send it by the Southern convoy lanes to Persia instead (on top of the basic LL going through Persia by default as a script I think). IIRC Alvaro fixed it.

Ah ok. Good to know! How does ports being frozen work? I assume its based in some way on the weather.

By default the lend-lease is sent to Archangel. But during Blizzard turns (Snow too I think), Archangel is frozen, so instead it is rerouted to Murmansk.
